                  <span style="text-align&#58;start;"></span>This Fund is as old as Wisconsin. The framers of our state Constitution established this permanent “school fund” and required that its income be applied exclusively “to the support and maintenance of common [public K-12] schools … and the purchase of suitable libraries and apparatus therefor.”<br></div><div style="text-align&#58;left;">

               </div><div style="text-align&#58;left;">The Fund was established with proceeds from the sale of the 16<span style="font-size&#58;0.75em;line-height&#58;0;vertical-align&#58;baseline;top&#58;-0.5em;">th</span> Section of each township—nearly 1 million acres of land granted by the federal government to Wisconsin when it became a state.  Except for the ~6,900 acres* that remain in trust, all of the lands from these 16<span style="font-size&#58;0.75em;line-height&#58;0;vertical-align&#58;baseline;top&#58;-0.5em;">th</span> section original grants were sold to establish the Fund.  Like other states joining the union at that time, Wisconsin received another grant from Congress of 500,000 acres of land for the purpose of making “internal improvements.” Wisconsin’s early leaders petitioned Congress for permission to dedicate these lands for public education, as well.

                  <div>The principal continues to grow, however, because the state’s constitution provides that the Fund receives clear proceeds of all fees, fines and forfeitures (including unclaimed and escheated property) that accrue to the state.  What was for over 100 years a rich source of principal growth and public education support is being eroded as “clear proc​eeds” is redefined and governing bodies impose “surcharges” in lieu of fines. Today, the Common School Fund receives less than 10% of the revenue from a typical speeding ticket, for example.<br></div></div></div></div></div><div class="col"><div class="card text-center border-2 h-100 shadow-sm"><div class="card-body"><h2>Investments</h2><div style="text-align&#58;left;">

                  <span style="text-align&#58;start;">The Fund is diversified across a number of different asset classes designed to produce a steady stream of distributable income as well as growth for the principal balance of the fund.  The Fund has also invested hundreds of millions of dollars to direct loans to Wisconsin municipalities through the

                        <strong>State Trust Fund Loan Program</strong></a>.</span>

                     </div><div>The fund is now seeing additional growth from capital gains on some of its investments.  The growth from fines, forfeitures, unclaimed property and capital gains have now pushed the total principal to over $1.6 billion (Aug 2025).<br></div></div></div></div></div></div></div><div class="row row-cols-1 row-cols-md-3 g-2"><div class="col"><div class="card text-center border-2 h-100 shadow-sm"><div class="card-body"><h2>Beneficiaries</h2><div style="text-align&#58;left;">

                  <span style="text-align&#58;start;">In April of each year, net earnings of the Fund are forwarded to the Department of Public Instruction for distribution to every Wisconsin school district as library aid. These monies are the sole source of state funding for public school libraries and for many school districts is the only money available to them for library books, newspapers and periodicals, web-based resources, and computer hardware and software. By investing in community projects throughout the state through the State Trust Fund Loan Program, the Board of Commissioners of Public Lands generates earnings for the Common School Fund that are distributed annually to public school libraries. These monies are the sole source of state funding for public school libraries. For many school districts this is the only money available to them for library materials including books, newspapers and periodicals, web-based resources, and computer hardware and software.</span> </div><div style="text-align&#58;left;">

Wisconsin’s newly adopted constitution contained a clause which established a “school fund” for the support and maintenance of “common” (public K-12) schools and “normal” schools (the French name for teacher colleges). The constitution provided that any fund income that was not needed for common schools would be used for normal schools. At that time, common schools were just being started and there were no normal schools in the state. For municipalities, loans usually require from 30 to 45 days from application to funding. Upon approval, the application is sent to the Office of the Attorney General for legal review and if approved, it is placed on the agenda for final approval at the next meeting of the BCPL Board.  Applications must be received a minimum of eight days in advance of the our board meeting to allow sufficient time for internal reviews.                   <br>The application process for revenue loans is more complicated and takes more time than with general obligation loans. Revenue loan application request forms require additional information and documentation designed to allow BCPL staff to analyze the risks specific to each individual transaction. Following that analysis, BCPL will determine the appropriate interest rate and contact the borrower. If the borrower agrees to move forward at that interest rate, BCPL will mail the borrower the revenue loan application.<br></div></div></div></div><div class="col"><div class="card text-center border-3 h-100 shadow"><div class="card-body"><h2>Rate Lock<br></h2><div style="text-align&#58;center;">

Wisconsin’s newly adopted constitution contained a clause which established a “school fund” for the support and maintenance of “common” (public K-12) schools and “normal” schools (the French name for teacher colleges). The constitution provided that any fund income that was not needed for common schools would be used for normal schools. At that time, common schools were just being started and there were no normal schools in the state. It was quite a bit of foresight to establish a funding mechanism in the Constitution for the normal schools that did not yet exist.</span></div></div></div></div><div class="col"><div class="card text-center border-2 h-100 shadow-sm"><div class="card-body"><h2>Principal</h2><div style="text-align&#58;left;">

                  <span style="text-align&#58;start;"></span>Wisconsin received title to more than 3 million acres of land pursuant to the Swamp Land Act of 1850, which directed that the land be sold and the proceeds be used to the extent necessary for the purpose of drainage and reclamation of “swamp and overflowed lands.” In 1865, the state legislature decided that Wisconsin did not need half of the swamp land for drainage purposes. The legislature further decided that the common schools were already adequately funded so a law was passed which placed half of the swamp lands and half of the proceeds from swamp land sales into the school fund for the benefit of the normal schools. This established the trust fund principal for the Normal School Fund.  Since then, the Fund has grown from the sale of Normal School Lands and from revenue on timber harvested from those lands.  Today, the remaining Normal School Trust Lands are approximately 67,000 acres* but the Trust Fund principal has grown to over $39 million.

                  <span style="font-size&#58;16px;">In 1866, Wisconsin established its first state normal school in Platteville providing two years of post high school training for aspiring teachers. This normal school in Platteville was the first beneficiary of the Normal School Fund. Over the years, more normal schools were added and the curriculum was broadened to include an additional two years of liberal arts and science classes. The names were also changed from “normal schools” to “state teacher colleges” and then to “Wisconsin State Colleges.” In 1964, they became the Wisconsin State Universities and in the early 1970s, they were merged into the University of Wisconsin System.<br><br></span>
                  <p style="font-size&#58;16px;">Today, the University of Wisconsin System is the successor to the normal schools of years ago and is the beneficiary of the Normal School Fund earnings.</p><div style="font-size&#58;16px;">The UW is directed to use the Normal School Fund distributions for scholarships and programs in accordance with

                  <div>We’re permanent fund managers with a long-term planning horizon.  As such, it makes sense to manage those lands in a way that protects and preserves them for future generations of beneficiaries.  During harvests, we intentionally leave some big trees in place to provide for the benefit of wildlife and forest diversity.  We also identify and protect areas of unique ecological value. We have worked hard to sell or exchange lands that have special natural area qualities (or high conservation values) to the Department of Natural Resources, US Forest Service, US Fish and Wildlife Service, National Parks Service, Counties and local Land Trusts that have a conservation mandate.  We are proud that our efforts have resulted in more than 19,000 acres of unique and sensitive land being conveyed to such groups for protection. These detailed site visits document various attributes that help to describe the condition of the forest - such as species composition, growth, timber volumes, tree regeneration, and insect/disease problems, to name just a few. This plan and the associated GIS data contain site-specific information about timber management including timber harvest schedules, forest monitoring, and non-commercial treatments, as well as information about water features, wetlands, rare species, roads, historical sites, and past management activities. We have analyzed the historical records of over 1,000 timber sales going back to the onset of logging on Trust Lands in 1943. This data is also stored in the management GIS which allows us to efficiently review treatment history for any given area of our property.<br></div></div></div></div><div class="col"><div class="card text-center border-3 h-100 shadow"><div class="card-body"><h2>Forest Certification</h2><div style="text-align&#58;center;">

A growing number of consumers prefer proof of a forest certification when purchasing wood or paper products. The BCPL forest management program and land base have been third-party certified through the American Forest Foundation Eight Standards of Sustainability (<a href="https&#58;//www.treefarmsystem.org/stuff/contentmgr/files/2/d98957a82e424e3bf37a74339a391993/miscdocs/aff_2021_standards_of_sustainability_v2.2.pdf" target="_blank" title="PDF of AFF Sustainability Standards"><strong>AFF Sustainability Standards</strong><img src="/PublishingImages/icpdf.png" alt="PDF icon indicating link will open a PDF file in a new tab" data-themekey="#" style="margin-left&#58;0.25rem;" /></a>).                      <span style="font-size&#58;1rem;">T</span><span style="font-size&#58;1rem;">he field notes and plat maps of the public land survey of Wisconsin are a valuable resource for original land survey information, as well as for understanding Wisconsin's landscape history. The survey of Wisconsin was conducted between 1832 and 1866 by the federal General Land Office. This work established the township, range and section grid; the pattern upon which land ownership and land use is based. The survey records were transferred to the Wisconsin Board of Commissioners of Public Lands after the original survey was completed. Since</span><span style="font-size&#58;1rem;"> that time, these records have been available for consultation at the BCPL's office in Madison, as hand-transcriptions, and more recently on microfilm.
